A Lifeline for Importers – Clean Car Standard Changes
The Government’s announcement yesterday resetting Clean Car Standard (CCS) penalty values for 2026 and 2027 is a major boost for the used vehicle industry and paves the way for Kiwis to access the vehicles they want.
This reset makes family cars and people movers significantly more affordable. The rate of $6.00 per gram of CO₂ for used vehicles from 1 January 2026 represents a substantial reduction from the current $27.00 per gram Pay As You Go rates.
This announcement, together with the upcoming January 1 CCS changes — including extending the life of credits to four years and allowing trading between used and new imports at a 2:1 rate — provides meaningful relief against rising CCS costs.
The Government also acknowledged that the CCS programme is adding unaffordable costs to the industry and confirmed a full review in 2026, offering an opportunity for the industry to help shape the programmes future.
